It is rare that there is a need to replace a seatpost clamp - except that many people prefer to change from a quick-release to a non quick-release clamp, or the other way around.
For bikes used by just one person, there is rarely a reason to have a quick-release on the seatpost. Normally once you set the saddle height you never want to change it again. After that, the quick-release simply makes it easier for thieves to remove the saddle along with the seat post itself. For these people, buying a simply seatpost clamp with bolt fixing is a way of improving security. A thief can still take your saddle, but it will take them longer to do so.
On the other hand, some people have clamps with bolts and need to be able to change the saddle height regularly because they lend the bike to other people regularly.
