Riding a bike in the rain without mudguards (fenders) is not really a lot of fun on a daily basis. You end up dirty and wet, perhaps with a stripe up your back.

Having an exposed chain leads to dirty trousers and higher maintenance costs due to the chain being exposed to the weather. That leads to more time spent off the bike while it's being fixed.

Coats or long skirts can be caught in the rear wheel of a bike while you ride. This can simply make a mess but it can also damage your clothes.
